Why is sending usdt over trc20 has a network fee?
I’m stuck with usdt on trc20 network and cannot send any. While many exchanges have no fee for sending usdt on trc20 network. Also I can’t swap or exchange the usdt for Tron to cover the fee.

Every time you send any cryptocurrency, from your address to another, you incur a Network Transaction fee, also referred to as a Network fee. Making trades on exchanges also require fees for every buy or sell transaction.

What are network fees?

Yes I understand that I will incur a charge for sending crypto but why can’t I use usdt (trc20) for the charge fee why tron, and the thing is I can’t not convert or swap it to tron for fees, so I’m currently broke I taught I will be able to tranfer the currency into Binance to get cash.

Go get some Trx for the fees … you can’t do anything without it .
