You need to have more available KAVA on your wallet so you can pay for the network fees.

Vesting (Delegable) means that your KAVA tokens are locked for a certain period of time and they will become available after the stated date and time. And yes, you can use it once it is unlocked. You can keep track of it at Interchain Explorer by Cosmostation
