Lost a fee when converting from USDT to ETH

I lost a fee when converting from USDT to ETH (about $ 16 USD) but the order was not executed and I did not see this amount of USDT on Binance exchange.

  2. ETH wallet address
  3. Transaction hash or link
  4. Screenshots of the wallet
